For detecting criminals lots of agencies are employed. But we hardly seek for the inner causes.
Most criminals are not -actually none of them are born criminals.The society- yes the society helps them to be a great criminal.

Simple- when people are in trouble, none come to help him/her. Eventually, society play with their emotions-use them to fulfill their heinous desire and after completion of their desires they just through them away. And ultimately they are forced to be CRIMINALs to survive.
